That base looks like an old Cell Antenna Base. I worked in that craze... drilled an awful lot of holes in the roofs of new cars !

There are fender & windshield antenna but I've never seen a cab mounted example. I've seen several aftermarket CB antenna holes though.

That could possibly hide a bad choke pull off. The pull offs job is to pull the choke plate open as soon as there is vacuum.
