Any brakes staying on is usually a bad rubber hose. I have had a caliper seize before once my pads got too wore out it stuck the caliper...

Assuming your gauge is accurate, I'd say yes. Sounds like its hanging in the open position. It should open and close within 10 degrees...

If its running less than 195 with a 195 stat, the stat is bad, the sending unit is bad or your gauge is defective.
