Short bolts don't stretch the same as long bolts do, so long bolts+ spacers allows proper clamping load I see prairie drifter beat me...

Longer bolts mean they stretch more which makes more clamping force.

Sounds like a weak lifter. Could try running some new engine in a bottle or thicker oil to try and help. What oil are you running now...
